The launch of "autonomous Runet" in Russia is delayed
597 million rubles from the budget for the creation of the information system of the Center for Monitoring and Control of the Public Communication Network within the framework of the "sovereign Runet" did not lead to the planned result within the established time frame. Interfax reports this referring to the Accounts Chamber.
According to the provisions of the law, in the event of threats to the stable, safe and integral operation of the Runet on the territory of the Russian Federation and the public communications network, Roskomnadzor will be able to carry out centralized traffic management in accordance with the procedure established by the Russian government. At the same time, the Cabinet of Ministers will approve the procedure for such management, determine the types of threats and measures to eliminate them.
Roskomnadzor has not ensured the commissioning of an information system for monitoring and managing the public communications network on time, the statement says.
Earlier it was reported that the exercises to ensure the stability and security of the Runet were postponed due to the inability to carry out preparatory work in the context of a pandemic of a new coronavirus infection.
Within the framework of the law, by decree, exercises on the sustainability of the Runet were planned for each quarter of this year. Due to the pandemic of the new coronavirus, the Ministry of Telecom and Mass Communications of Russia canceled planned exercises on March 20 and June 20. The press service of the department said that "the exercise will be resumed taking into account the assessment of the situation on COVID 19." In December last year, the first exercises on Internet sustainability were held in the Russian Federation. According to the Ministry of Telecom and Mass Communications, "in general, both the authorities and telecom operators are ready to effectively respond to emerging risks and threats, ensuring the stable operation of both the Internet and the unified telecommunication network in the Russian Federation."
